Phibsborough / Mountjoy Lap
PKA was appointed in 2006 by Dublin City Council to lead a multi-disciplinary team for the development of a framework plan for the Phibsborough / Mountjoy area of the city.
One of Dublin's best known neighbourhoods, Phibsborough is an important local centre. With a vibrant combination of established and emerging communities, it is also home to a number of institutions of national significance - Mountjoy Prison, the Mater Hospital and Dalymount Park.
The City Council's brief focused on planning for the area's long-term development, improvement of its public realm, transport, amenities and services, all to be underpinned by increased residential densities.
PKA's masterplan sought to capitalise the possibilities to reconfigure Phibsborough as a truly sustainable neighbourhood - or urban village - along the lines advocated by the Urban Task Force, the National Economic and Social Council, and Dublin City Council's development plan.
Following completion of PKA's masterplan, and consultations with community groups and local stakeholders, the elected members decided to expand the scope of the framework into a statutory local area plan.
The LAP was formally adopted by the elected members of Dublin City Council in October 2008, becoming the first local area plan to be adopted for the city area, and the primary statutory planning document for development control during the life of the plan.
Developed in association with John Spain & Associates and the City Council planners, PKA's plan won the prestigious Planning Achievement Award in the Irish Planning Institute's 2010 awards. It was particularly applauded for its success in engaging the local community and elected members in its production.
